This is due to unlock/relock period for convex holdings meaning there was a drastically reduced vote weighting power at time of convex snapshot of positions. There was a vulnerability discovered in the GaugeProxyV2 contract > this is the contract that determines vKP3R votes + amount of rKP3R to distribute to pools. The CRV/CVX emissions have also been stopped to the liquidity pools whilst the fixes for the AMM are prioritized Out of the two it's likely that CRV/CVX emissions will return first, since rKP3R rewards don't seem to have too much impact on attracting liquidity
